MHPS TAC Team

The Tactical Arrest Control Team (TACT) was initially formed in 1975 made up
of five members. The Team now consists of a thirteen officer Collateral Team.
The Team consists of a Commander, Team Leader, Assistant Team Leader, two
Snipers, seven Operators, and an Auxiliary Sniper. The team generally has
members represented on each of the four Patrol Crews, who provide “Enhanced
Patrol” or Tactical Support during regular their duties. Members maintain
expertise in, Specialty Impact Munitions, OC & Chemical Agents, Forced
Entry, and Firearms, through a combination of in-service and outside training. 
Recently much of the Team’s outside training has taken place in Calgary with the
Calgary Police Service Tactical unit.  


Typically the type of calls for service requiring the assistance of the TACT
include: High Risk Arrests, Barricaded Subject, and High Risk Search Warrants. 
In addition the team will often assist on less critical calls throughout the
year where their specialized skills helped resolve incidents safely.

Operation Safe Summer Roads

Over the summer months the Medicine Hat Police Service conducted a high profile traffic enforcement initiative dubbed “Operation
Safe Summer Roads”.  Typically the months
of July and August are a busy time of year on roadways, with increased traffic
flows of motor vehicles, motorcycles, pedestrians and children playing in
playgrounds.  As such officers specifically targeted aggressive and unsafe driving
behaviors in high traffic areas, during peak traffic times, with a goal of
increasing the safety for all users or the roads in our city.

Operation Safe Summer Roads focused on:

  • Motor vehicle safety & equipment
  • Distracted driving
  • Speeding
  • Playground zones
  • Safety in construction zones

Operation Safe Summer Roads which
took place from July 17 – August 9, 2014 and resulted in the following total number of tickets:

Inside Look at the MHPS Forensic Identification Section

The Forensic Identification Unit provides forensic services for the entire
police service including:




  • Crime scene investigation utilizing photograph and video means.
  • Detection, collection, preservation and correlation of trace evidence.
  • Latent fingerprint development, identification and classification.
  • Physical comparisons of two and three-dimensional objects for matching as
    evidence.
  • Proper presentation of trace evidence to crime laboratories for further
    specialized analyses.
  • Management of all exhibits and property
    seized by members of the Police Service.

Safe Families Intervention Team

The Safe Families Intervention Team (SFIT) is a partnership that was formed
between the Medicine Hat Police Service and the Medicine Hat Women’s Shelter
Society (MHWSS).  This newly formed unit is housed in the Medicine Hat Police
Service building and consists of one MHPS Sergeant and two MHWSS outreach
workers. 


The Mission of this unit is to provide a collaborative, timely and effective
team response in partnership with support agencies to assist families in dealing
with incidents of family violence.  We believe that everyone has the right to be
treated with dignity and respect, and to live a violent free life.


We strive to achieve the following outcomes:



  • Provide early identification and the appropriate assessment(s) of families
    that may be in need of family violence intervention referral service
  • Reduce repeat domestic violence related calls to
    MHPS
  • Ensure that women and children have access to
    services with MHWSS
  • Provide the necessary resources, services and
    referrals for families to establish healthy violence free
    relationships

In an effort to achieve these outcomes, we make follow-up calls on police
reported instances to see if there is some way we can help the family involved. 
We also establish contact when families are either referred to us by others or
are self-referred.

Walking the Beat with the MHPS: Patrol Team 3

The Patrol Section of the Medicine Hat Police Service is divided into four Patrol Teams.  Each team consists of a Staff Sergeant, a Sergeant, a  K9 Officer and uniformed Constables.

Patrol teams work in partnership with the public and provide for public safety 24 hours a day by maintaining order, responding to emergencies, protecting people and property, enforcing motor vehicle and criminal laws, and promoting good community relations.  They are citizen-focused, respond to the needs of individuals and the community. The Patrol Staff Sergeant is responsible to ensure investigative thoroughness, conduct bail hearings, monitor prisoner processing and is the highest ranking member of each Patrol Team.

The Patrol Sergeants are responsible for street level supervision, to ensure adequate and appropriate police response, officer safety and resource direction.

The Patrol Division Fleet consists of several traditionally marked and unmarked vehicles, SUVs and a prisoner transport vehicle.  Each of these are designated as patrol units, with specific vehicles designated for K9, Tactical and Supervisor Support. 

Using the latest technology, police officers are trained to manage information and intelligence in order to secure successful prosecutions Patrol members maintain their policing skills through their participation in ongoing training and development.

Operation Christmas Joy

On December 2, 2014 MHPS Patrol team 4 responded to a report of presents stolen from Medicine Hat Santa Claus fund donation bins at Canadian Tire. Although a suspect was arrested and charged in this matter, the toys were never recovered.  As it was so close to Christmas, and they knew the toys were intended for kids who could use a little extra joy in their lives, the team decided that instead of having a Christmas party this year they will put the money towards buying some toys to donate.
 On Monday Dec 15 they headed down to Canadian Tire to do a little shopping and had a blast picking out their favorite toys to donate in the hopes of putting a smile on some kids’ faces on Christmas morning.


Operation Christmas Joy - Part 2

Following Patrol Team 4's lead, other units and sections of the MHPS wanted to join in on the fun. In
total $2,200 was raised by the staff of the MHPS to be used to spread some joy in our community over the holidays.

When the Medicine Hat Canadian Tire store learned of the plan they also donated $1,000 towards
the project. With this money additional toys and gift cards were purchased to be handed out by Team 4 over the holidays.


Operation Christmas Joy - Part 3

Quite often when our members interact with individuals in our community it is for serious matters and sadly we will often experience an increase in calls for service to help families in crisis throughout the holiday season.  We understand it can be a tough time for many people so our hope is that by having a member of the MHPS surprises some folks and give them a small gift on behalf of the MHPS we might be able to spread some cheer throughout Medicine Hat over the holiday season.  The experience is also very rewarding for our
members who are excited for the chance to have a little fun and they have loved the reaction of the individuals they have stopped so far.

This is our final Operation Christmas video but Patrol Team 4 will be continuing their efforts to spread cheer throughout the city for the rest of their shifts this week.  They are working both Christmas Eve and Christmas night and have lots of special activities planned so be on the look out for them!

Pink Shirt Day - February 25, 2015

Each year thousands of students in Canada fail to attend school on a regular basis as a result of being bullied.  Many of these children suffer from depression, low self-esteem and in extreme cases it can lead to suicide.  Bullying is not only a problem in our schools
but also in our homes, workplaces and over the internet through social media.

To bring attention to this issue the Medicine Hat Police Service would like to encourage everyone to participate in Pink Shirt Day by wearing
something pink on Wednesday, February 25th, 2015.  The first Pink Shirt Day was held seven years ago when two high school students in Nova Scotia took a stand for a fellow classmate who was being bullied in their school for wearing a pink shirt.  The two courageous young men distributed pink shirts to their classmates in support of the student who had been bullied.  Each year since then millions around the
world participate by wearing something pink to symbolize that as a society we will not tolerate bullying anywhere.

Walking the Beat with the MHPS Armoured Rescue Vehicle

In the 2015-2018 Strategic Business Plan the Medicine Hat
Police Service identified four strategic policing priorities: Community Safety,
Community Engagement, Human Resources & Technology and Officer Safety.  The MHPS recently took possession of an
Armored Rescue Vehicle (ARV) which will be used to enhance the safety of the
public and police when responding to high risk incidents. The vehicle has an
estimated life expectancy of 20 years and was budgeted to cost $275,000.  The City of Medicine Hat Fleet Services
Department was able to procure an ARV from a third party through a dealer,
which met the required specifications for a total cost of approximately $210,000.

Walking the Beat with the MHPS: Community Collaboration with BIRS

One of the priorities identified in the 2015-2018 MHPS Strategic Business Plan was to look for ways to collaborate with local community organizations and provide meaningful employment opportunities to individuals with development disabilities.  One such partnership has been created with the Brain
Injury Relearning Services (BIRS).  The MHPS was able to provide a part time work opportunity for a local
resident whose assistance allows the MHPS to deploy police officers to attend calls for service.

MHPS Facility Expansion Project

In 2006, a review determined that the existing MHPS facility no longer had the space required in several key areas to continue policing effectively. An inquiry was initiated to determine the best direction to acquire the space needed to operate a modern and well-equipped police service.

The original facility was built in 1969 and was expanded in 1989. The facility prior to the most recent expansion, although inadequately spaced, was a very well-maintained building in a centralized and effective location with many amenities that would be very difficult and expensive to replicate in a new facility, such as a modern, indoor firing range and a gymnasium. It became quite clear through an initial needs assessment, conducted in 2007, that an expansion rather than a new facility or a sub-station would be the most economically efficient and operationally effective alternative. The existing building was in close proximity to many key partners such as the Provincial Remand Center, the Provincial Courts of Alberta and City Hall.


The initial expansion was estimated to cost $17 million, with an option of a larger footprint and a third floor designated for further growth, estimated at $21 million. The City Council decided to build for the future and proceeded with the $21 million option. The life expectancy of the building was originally estimated to be 12 to 15 years with the smaller expansion, but increased to 30 years with the larger square footage.  Funding for the project was financed through the Alberta Municipal Sustainability Infrastructure Fund, which meant that there would be no debt servicing associated with the additional facility space.


The facility expansion project was completed in the fall of 2014 with a public grand opening held on December 13, 2014.  Some of the highlights of the expanded building are; an increased space for all units, including 911/communications, a community board room, which is available for meetings held by community groups, expanded meeting and classroom facilities,  a larger canine facility, 
expanded property exhibit space with appropriate ventilation,  and a modern 23-cell prisoner holding area with interview rooms and other specialty features required to safely detain prisoners.


The facility should serve the community and the MHPS very well for the next generation and beyond.





Walking the Beat with the MHPS: 2015 Cadet Class

As the result of a new collaborative partnership between the
Medicine Hat Police Service (MHPS), CP Police Service (CPPS) and Lethbridge
College, 21 police cadets started a 17 week training program in Medicine Hat on May 4, 2015.

The model for this cadet training program is unique for the
MHPS, as 11 candidates have been selected to participate in the training, but
hiring decisions will not be made until the training has been completed.  The MHPS cadets will be joined by 10 newly
hired recruits from the CPPS, who following completion of the training will be
deployed at multiple locations throughout Canada.  All of the cadets who successfully complete
the program will be awarded with academic accreditation by Lethbridge College
and may be admitted with advanced academic standing into Lethbridge College’s
Criminal Justice – Policing diploma program.



The MHPS cadets will acquire knowledge through
competency-based teaching and assessment to ensure they can demonstrate their
knowledge and skills before they are guaranteed a policing position.  While the classroom will still play an
important role, much of the learning and assessment will take place in
real-life settings throughout the community and will be conducted by certified
instructors, subject matter experts, and experienced officers.  This type of training model allows both the
MHPS and the cadets to determine if each is the best fit for the other.



The MHPS and Lethbridge College are excited to work together
to pioneer this type of police recruit training in western Canada.  “This collaborative approach to training is a
giant step forward in the evolution of police training and professionalizing
the policing industry” says MHPS Chief Andy McGrogan.  “We are excited for the opportunity to train
local candidates to fill future vacancies in our agency”.  Lethbridge College participation will bring
academic oversight, training and education experience to the program and
academic accreditation will validate the training that the cadets receive.

The cadets are currently in Week 11 of their 17 week training program. Graduation ceremonies are planned for August 28, 2015.




Walking the Beat with the MHPS: Victim Assistance Unit

The Victim Assistance Unit of the Medicine Hat Police Service provides 24 hour practical and emotional support to victims of crime,
accident, or other incidents. The Unit is maintained by two full-time civilian
employees and one part time volunteer coordinator, who through the assistance of volunteers provide  information to victims about their file and the criminal justice
system as well as refer the victim to other helping agencies; and providing
court orientation and accompaniment. Currently the MHPS Victim Assistance unit is looking to

MHPS & CPPS Cadet Graduation

On August 28, 2015 19 cadets from the Medicine Hat Police Service (MHPS) and Canadian Pacific Police Service (CPPS) graduated from a 17-week recruit training program. This was the first recruit training class to be held in Medicine Hat in over 35 years. 

The training program is the first of its kind in Alberta and is the result of a collaborative partnership between the MHPS, CPPS and Lethbridge College.
The training program is unique as although a traditional classroom environment played an important role, much of the learning and assessment took place in real-life settings throughout the community. In addition, the MHPS cadets enrolled in the program were required to successfully demonstrate the knowledge and skills they acquired in training before being offered a policing position.

Each of the graduates from the program were awarded with an Academic Certificate from Lethbridge College, approved by Alberta Learning and Police Sector Council Behavioural Competencies for Constable Level 1 were integrated into every course and assessment tool.

Public Accountability and Police Discipline Process

confidence of the community is imperative for any police agency and must be
carefully balanced with the needs of the community, the operational needs of

Victim Services Dog - Mulder

Mulder's Graduation

On Sunday, May 29, 2016 Victim Services dog Mulder, was one of 16 dogs to graduate from the Dogs With Wings program in Edmonton, AB. Upon graduation, Mulder and his handler Victim Services Coordinator Bobbi Jo Bradley returned home to Medicine Hat, to begin his work with the Medicine Hat Police Service Victim Services Section.

Mulder is the sixth dog of his kind in Alberta trained to work with victim services.  From the time Mulder was several days old his
trainers started introducing him to sounds and textures.  His proper training started daily at 8 weeks of age. He will be used to comfort victims by offering short-term animal therapy to reduce symptoms of stress, anxiety, and other emotions that can come from high-stress situations. 

Victim Services dogs like Mulder are especially a great comfort to children. Mulder’s training and certification
allows him to function unobtrusively in public places, to ignore distractions, and to be attuned to people’s emotions. 
As a working dog Mulder will wear a MHPS service vest while on duty and will be eased into operations during the summer months.

As of September 1, 2016, Medicine Hat School and Playground Zones will see a change, requiring drivers to slow down to 30 km/h between 7:30 am and 9:00 pm, every day of the year.

Walking the Beat with the MHPS: Motor Vehicle Collisions

The Medicine Hat
Police Service (MHPS) has partnered with Accident Support Services International
Ltd. in the operation of Collision Reporting Centre (CRC).  The Medicine Hat
CRC improves service to the public by offering a streamlined process
for reporting property damage vehicle collisions.  The CRC is located in the
lobby of the MHPS, located at 884 2nd Street SE, Medicine Hat, AB.

In cases where a collision occurs and
the vehicles are moveable, once reported to 9-1-1 citizens will be directed to
drive to the CRC to complete the required police report.  In cases where
vehicles are not moveable, tow trucks will be dispatched to the scene to clear
the vehicles and transport parties involved to the CRC.  Upon arrival at the
centre, citizens will be greeted by a member of the Accident Support Services
staff who will provide assistance in completing the required forms, contacting
the insurer or a loved one and even starting the claims process.


Collisions that are
eligible for reporting at the CRC include: any property damage collisions where
the damage is estimated to be over $2,000, but there are no injuries or criminal
offences involved.  The MHPS will investigate the collision
when there is injury or death, criminal activity (including alcohol) one or more
of the vehicles are federally, provincially or municipally owned, one of the
vehicles is transporting dangerous goods, or there is damage to private
municipal or highway property.  Police will also attend to assist with traffic problems and will
investigate the collision when the circumstances are such that it would be a
serious hardship to ask the claimants to attend to the CRC.

Arrangements have been made with towing companies to have the vehicle brought
to the MHPS, whether it is immediately after the incident or some time later
when the CRC is open.  Vehicles involved in a collision are photographed, and
claimants are provided with copies of all necessary documentation in connection
with their claim.

Following a collision, claimants are advised to attend to the Collision Reporting Centre which is open as follows:
Monday to Friday 
    8 AM to 6 PM

Saturday  
11 AM to 5 PM

Sundays and Holidays   Closed


The Traffic Safety Act states that all motor vehicle collisions involving injury or
death, where there is damage to highway property, and where the combined damage
exceeds $2000 must be reported to the police.


What should l do if I get involved in a collision?


  1. Check to determine if the police must investigate the collision.  Call 9-1-1
    to report if you are unsure.
  2. If it is safe to do so, remove the vehicle from the roadway.
  3. Exchange information with the other involved persons, including independent
    witnesses.  Obtain names, addresses, phone numbers, insurance and vehicle
    particulars.
  4. As soon as possible, attend with your vehicle to the Collision Reporting
    Centre.
  5. Bring your documentation with you to the Collision Reporting Centre, ie.
    Drivers license, ownership and insurance.

Halloween Safety Tips

Every Halloween children look forward to dressing up as
their favorite character to go trick or treating through the
neighbourhood.  While it is an exciting
time for kids, it is important for parents and homeowners to follow some simple
safety tips to ensure it is also a safe time.

· 
Children should trick or treat in groups in a
familiar neighbourhood.  Younger children
should be accompanied by a trusted adult who accompanies them to the door of
every home they approach. 



· 
Review road safety rules, such as looking both
ways before crossing the road and create a specific route for children to
follow.  Stay on side of the street and
then cross over at the end of the block. 
Avoid crisscrossing the street.



· 
Carry a flashlight for extra visibility and only
visit homes where the lights have been turned on.  Remind children to never enter a stranger’s
home or vehicle.



· 
Ensure children are dressed for the weather and
that their costumes are easily visible by incorporating bright colors and
reflective taped.  Avoid masks with
limited visibility or use face paint instead.



· 
Inspect all candy received and throw away any
unwrapped or unsealed items.



· 
Homeowners, turn on your home’s exterior lights
so children can easily find the front door. 
Keep candles or other flammable items out of the reach of children.



· 
Secure pets for the evening as they may become
frightened with all the unfamiliar visitors to your home.



· 
For the adults – if you have plans to go out to
celebrate, don’t drink and drive, plan ahead to ensure you have a safe ride
home.

2017 Citizen's Police Academy

On May 17, 2017 22 community members were presented with certificates in
recognition of their graduation from the MHPS Citizen's Police Academy.
The CPA is intended to provide community members with the opportunity
to learn more about the MHPS, our staff and programs, as well as gain an
increased awareness of current policing issues and community safety
concerns. Through a series of lectures, hands on learning and practical
demonstrations provided over 10 consecutive weeks participants
were provided insight into the diverse nature of policing with topics
including; uniformed operations, specialty teams, major crimes
investigation, community safety initiatives and emerging crime trends.
The MHPS would like to thank all of the graduates for their interest and
commitment to learning about the MHPS. Congratulations Class of 2017!
